Underwater development surveys carried out in the framework of development projects in the Haifa region, yielded numerous discoveries:
In the underwater survey carried out in preparation for land reclamation for the construction of a Hotel ('Migdaley Hof Ha Carmel' project), two shipwreck assemblages were found: one was a Roman assemblage containing bronze statuettes, silver and bronze coins, fishing gear, decorative objects, various instruments and mariners' devices, and the other contained tens of iron ingots and a number of sliced golden coins. In the survey of the southern beaches, the cargo of a Hellenistic vessel containing thousands of silver Ptolemaic coins, decorated bronze objects and lead fishing devices, was found. Also found was a Roman vessel assemblage containing a lead brazier and various metal artifacts. Another assemblage belonging to a Late Bronze Age vessel, contained tin and lead ingots bearing incised letters and a bronze sickle sword.
Underwater development surveys were also carried out in the Haifa marina, the Herzliya marina, the Ashqelon marina, Jaffa, Caesarea, Mikhmoret, and Jiser el Zarka.
